Is a GF9500GT 1024M 64Bit DDR2 PCI-E VGA DVI TV Graphics Card enough for skyrim?

Simply put, my desktop lags when playing skyrim and since the graphics card is kind of old, I was wondering if this will suffice in handling it? I also have highspeed internet, so I doubt that's the problem especially in this game, and I have an AMD Athlon 64-Bit Dualcore processor, 2GB RAM, so I believe this should be enough. Should I buy it?

If not this, then what is recommended? Please keep in mind Im on a budget. I dont mind a little lag, but the rate I have currently takes like 2 seconds for the game to react to a command and the frames per second is unbearably low.|||Not really no. You'd be a lot better off with a 5670 Radeon or better for $60-70
